Microsoft Windows Installer (!"£$%^&) with OFFICE 2000

I currently have a netware 4.11 server. I have office running from it (with a few bits and pieces of office installed on the hard drive of the workstations).
Each time a user logs off, their settings are deleted (volatile users).
therefore, whenever a user logs in and uses office, the MWI cuts in and causes
problems. I do not want and do not need the MWI. Is there a way I can call office without it running ???
