Microsoft Publisher 2007 installation on Terminal Server

My question is I have a Microsoft 2003 Server R2 running in a business, I haven't worked with servers in quite awhile so bear with me on this one please.
Have tried to run Microsoft Publisher 2007 on this server it installs fine have a working key when I open the program it states that I cannot run this program on a Terminal Server. Now I have searched the web about why this might be but truthfully I'm not sure if it is the fact that it cannot be a retail, or an OEM version of the program but that it might have to be a Volume License version. Now I know this program was working on this server before, installed by another tech, whom I have asked but haven't heard from as of yet. Can anyone here guide me to the solution to resolve this situation I would really appreciate the help.....Stumped in Texas
