Microsoft Project - HELP!!

If you have four tasks that you want to work on simultaneously by setting the resource availability for each task to be 25% how do you get the levelling to allocate the remaining 75% across the other 3 tasks (where the resource is also allocated at 25%) rather than pushing out the duration for first task and then starting the next one? Project seems to extend the duration of the tasks to allow for the split but not assign the free resource time to the next task resulting in a resource being under allocated?

Can anyone help????
