Microsoft .NET Framework Version 1.1 Redistributable

I just downloaded the .net framework, but I can't figure out why I cannot run my program. I saved my program to our network drive and then copied it to the local machine, downloaded Microsoft .NET Framework Version 1.1 Redistributable from microsoft, and then I cant run the program and the typical icons are not there. Can anyone lead me in the right direction to enable other users to run my apps.
