Microsoft Licensing question

I will soon need to purchase and install a server which will mostly be used to host a SQL database for a specific application. We have 5 remote branches which need to use terminal services to connect and use the application.

I am confused about the version of server I would need as I dont want to pay for a full server solution if I have to. Is there a better option than just Windows Server 2008 Standard R2?

I am also confused about licensing. I guess just because these remote office users will connect via RDP I still have to have a user license for them. I know a user license is better because a few users may connect via RDP with desktop/laptop or home PC...perhaps even a mobile if possible.

Do I have to buy terminal services licenses for each person or is this part of a user license?

Yes, you have to purchase TS User licenses in addition to the regular User licenses.
