Microsoft ISA Server 2004 - Firewall Policy (websites/surfing)

I need to configure a firewall policy in ISA server 2004 which would allow users to access the internet only during work hours 6am-6pm and deny on non-work hours. But let users have access to internal websites at any time of the day. Can anyone help me on how to configure the firewall policy to be able to implement that?
