Hi, I installed the personal web server that comes with the Microsoft Frontpage 98 software package. The software looks for a previously installed version of Personal Web server on your computer and if it doesnt find one recommends you install it. After installation you must reboot for successfull installation. Everytime I install the personal web server when I reboot everytime I start my pc I get the [error] "Filesec.vxd" missing from system.ini or the regestry I believe I checked both and nothing comments this file, I know it is a problem with the Microsoft Personal Web server and not the Frontpage server which is a smaller and diffrent package. I checked and other related Microsoft sites but they want you too register here and register there before I can get help seems endless... Anyone have any ideas or encounters of this?

The file that you're talking about is actually installed by windows. When you install personal web server, it will make refernces in the registry to this file. Obviously, you don't have the file installed.
To fix the problem you need to install either:
Microsoft client for Mircosoft networks
Microsoft client for Novell networks or
Microsoft family logon

That should fix you up.
Good Luck
