Answer 1. This is part of standard GP functionality in the Sales Order Processing (SOP) module. On the Sales Order Processing Setup Options window there is a checkbox for 'Enter Non-Inventoried Items'. If this is unchecked, you must set the item up in inventory before using it on an SOP transaction. You can even password protect this, so only users who know the password can enter a non-inventory item, others cannot.

Answer 2. This is part of the standard functionality of the Inventory Module. You can enter a list of Manufacturers, Manufacturer Item Numbers and Descriptions for each Inventory Item. To get to the Manufacturer's Item Number Maintenance window go to Cards > Inventory > Item Purchasing Options and click on the icon with the little gears to the right of the looking glass next to the item number.
