Microsoft Dynamics GP 9.0 Service Pack 2

I installed SP 2 on my test server and received the following error:
"DEX.DIC version 9.00.0063.0 is not compatible with executable version 9.00.0073.0"

I found an article in customer source about this error and their suggested fixes:
This error message can be caused if the workstation is not restarted before running Microsoft Dynamics GP. Restart the workstation, and then restart Microsoft Dynamics GP again. If the problem is not resolved, remove Microsoft Dynamics GP 9.0, install the service pack, restart the workstation, and then start Microsoft Dynamics GP.

Restarted 3 times, no luck. The other fix does not make sense and I assumed they meant do a fresh install. This will work, but to get back up and running would literally take hours.

All I need is the hotfix for the following error:
Error message when you try to assign an employee in the "Life Insurance Enrollment" window in Human Resources in Microsoft Dynamics GP 9.0: "Payroll setup information has not been created for this code"

I would like to apply just this hotfix and not the entire SP2, but cannot get just the hotfix.

Any suggestions or help would be greatly appreciated.

You maybe need to resintall the payroll tax update? Just a guess!
