Microsoft Azure Active Directory - Backup Admin Account 1

I see that Microsoft recommends having a backup administrator separate from the initial account that created the AD. Does anybody know if this is a FREE account or is it still subject to regular billing? Also, can the account be external to the domain - like the AD owner's personal email?

It can be a free account. No licence required.
Their recovery email should be one outside of the tenancy.
