Microsfot Script Debugger

The following instruction is from MSDN:

If you are viewing a document in Internet Explorer, you can open the debugger using the Script Debugger commands on the browser's View menu.

In my Internet Explorer menu I can see the Script Debugger menu item, which contains two menu itmes: "open" and "break at next statement." However, whichnever item I click, I get no response.

Could someone tell me how to launch the "Script Debugger?"
