Micros Symphony modify order discount from external application

Im building an app that reads QR code cards and based on the data it has to modify an order in my Symphony POS, the only documentation I have is this one

I got the DLL files but I don't now where to go or I don't see any documentation on how to create that application that listen to a port and wait for some message or connects to a endpoint and then apply de discount to the order.

Can some body guideme or can I hire someone to teach me how to do that ?
