Micros Res 5 DB Restore Error

Does anybody know what this message means, and who to correct it, when trying to restore a Res 5 database backup?

Restoring passwords and encryption keys failed, key file not found

It always seems to be hit or miss, but whenever it pops up you can't restore any database on it, even the original. This time I'm getting it on a server that's supposed to replace one of my last Res 4.11 servers. I had planned on upgrading before the holidays but it had to be put on hold, so it's been up and running standalone since December, with an older copy of this store's database. Last night I tried to restore a more recent database backup, and got this error. Now when I can't even restore the backup that I had originally loaded. It's just frustrating.
 
Seems like the License key file is an incorrect match to what the database has. Was the DB backup prior to completing Micros/Oracles new License key? And do you have the new License key on the new server?
 
No, this server is 5.4 mr2 so there's no license key. My standard upgrade procedure is to restore the 4.11 database on my 4.11 test server, clear totals, rebuild, and back it up. I then take that backup and restore it on a 5.4 mr2 test server, rebuild again and back it up. The new, cleared out, 5.4 mr2 database is then restored on the server that's going live. That's worked for the first 15 restaurants in this rollout, don't know what's different here.

The weird thing is that I can restore any of the backups from the new server on my test system just fine, but those same backups are giving me this error on the new server.
 
No, it's a standard 5.4 image from our dealer. The weird thing is that I went through all this with this server in December and it all went well. The upgrade had to be postponed for non-technical reasons, and yesterday I just grabbed a newer version of the same database, went through the upgrade process, and it tanked when restored.
 
Is it a possible Date issue, i.e. New year with the functioning db?
Also, you said you grabbed a newer version of the same database when you did this one, what about trying with the other one (older)?
 
Nothing will restore on this server now, even the original backup that I restored last month. I just realized that the database is copied in from the .mbz5g2 file, so this error must be coming from when DM tries to restore the encryption keys.
 
Seems like it to me. Can you look through any logs or even get a high verbosity to see the processes?
Have you tried to rebuild this new server?
