Are you talking about a No Sale?
There's a Transaction Option Bit in the Class Tab that does the following:
Authorize Open Cash Drawer Use the [No Sale] Key
Enable this option to allow employees in this class to open the cash drawer outside of a transaction and to authorize non-privileged employees to do so as well.
