This means that there is an Enterprise Management (EM) server somewhere in your organization that is managing the touchscreen centrally.
You will need to change the touchscreen in question on the EM server itself and deploy the changes from there, or change the touchscreen to "EM store managed" on the EM server and deploy that change to modify them.
