Is there a way to make it so that when chits print out at the Bar, for the Bartender to make, it will not display modifiers in such a way that it groups all like modifiers into a number situation and, instead, separate them out, so that the Bartender sees individual modifiers? For example, instead of it printing 3 NO and then Lime, Lemon, Ice, it printing No Lime, No Lemon, No Ice.
 
Sounds like you have the printer set to consolidate like modifiers. If it's a global setting that you need for the kitchen printers, I would suggest setting the modifiers up as individual buttons, also it is faster. "No Ice" is one touch, "No" then "Ice" is two.
 
You could make the menu item class for No a prefix, which would mean that it would print on the same line as the modifier. As in it will attach the "No" to the next condiment you ring in.

To turn off consolidation, your main issue, go to POS Configurator -> Devices -> Order Devices and select your bar printer in the list. Under the options tab, make sure the the "Other Options" dropdown is set to "No Consolidation". For clarity, we also usually set the "No Condiment Sorting" in the dropdown above because severs usually put things in an order that doesn't always make sense when rearranged.
