micros 16 character limit???

Both Name1 and Name2 are set to 16 characters in the database.
I'd imagine one reason is that typical order devices have a 32-40 character wide limit and you need to accommodate printing double-wide (16-20 chars). Plus you have quantities that need to print on the same line as well.

This should be correct for 8700...there might be other options and/or newer options for 9700. Check your programming manual under Porgramming Menu Items - Menu Item Definition File.
Menu Item Class
Type def #17 prints name 2 on checks and receipts (in addition to name 1)
Type def #18 prints name 2 on order devices*
Type def #19 prints name 2 on touchscreens instead of name 1
* In the Order Device file, Option #11 will override this and print BOTH names on the Order Device
