Microphone / Voice Chat Problems

A user is trying to use his home laptop for voice chat on the internet. The laptop is running XP, he has set things up as per the instructions and all would seem fine, infact he says that everything is working as it should when testing the mic off the internet, but once connected up he can hear people but apparently people can't hear him the other end. He has gone through the sound card controls and everything is fine, and it seems strange that there is a problem only when on the internet.

Any idea's?

Can you expand a little but for us? What application is he trying to use for Voice across the internet? Is there a firewall in place, if so what one?
