I used to work with the version 3.11 of MicroFocus Cobol Compiler and would like to install a copy of it (or newer) on my windows 10 PC for personal use. Can I get a copy that is not expensive and does not require licensing issues? I do not intend to market anything I create. Just want something to create some programs for my own enjoyment.

Microfocus still has a free version - works for 365 days and then needs renewal. you can also look into GnuCobol and a IDE for it
