Micro Focus COBOL Windows routines

I have Micro Focus COBOL 3.2.46. Where are or how can I obtain the PC_WIN_ routines described in the System Reference Manual?

I am using Windows XP Pro.
 
I found these 2 outdated links:

It seems, that to use these functions you would need a DLL named MFPRNT16.DLL which is probably obsolete and was delivered with older Microfocus Products.

I have from MicroFocus Personal COBOL from 1996 and current NetExpress Version (the free version) and I found the above DLL-file nowhere.
 
Nor can I find it. There's a free version of NetExpress?

Yes, it is available here: However, this version is limited to 2200 lines of source code, and if you don't have visual studio, don't forget in the installer to remove the Net Express support for .net component to be installed - read the FAQ here
Some times ago I installed it on my PC, only to see it, but I don't use it, because I have no usage for the COBOL on the PC
