Micosoft Explorer Pop Up windows not working

I'm having trouble in my windows Internet Explorer. When I hit a link, or click on a link within a web page, I have to click stopt on the new pop up page/window and then refresh. If it's a interactive window, it won't come up at all.

Im using Internet Explorer 5.5
