MGXPEC - NT8D09 cards are working but phones do not appear to be powered up & no tones (dial, ringing, etc.)

I have my IPE shelf with an MGXPEC card. NT8D02 cards in shelf 4-0 are working (making and receiving calls, speech path etc.). My NT8D09 Analog cards, appear power up and respond to L S C commands, but the analog phones are not responding - appear to have no power and are not receiving any tones. Not even dial tone. Any ideas what is causing this?

My initial thoughts would be the ringing generator card. I've known them to fail and are easy to swap out.

Did you check the DSP resorces in the MGXPEC card? What's the status of those TNs? You need to check your configuration as well.
