MGC boot loop when changing Primary Security Server

I've ran into an issue twice now where I've had to change the Primary Sec Server and when I did the MGCs end up in a boot loop. They are able to register to the security domain, register to the Call Server, but the DSPs stay in a disabled state. Within five minutes the MGC reboots, and this cycle continues. The first time I was replacing a faulty CPPM. To resolve this issue I replaced all three MGCs. The most recent was following an upgrade from 6.0 to 7.6. I ended up rolling back to 6.0 and leaving the Sec Server unplugged until I find a resolution. This location was too big to replace all of the hardware. In both situations I tried to Gold Image the MGCs, but had no luck. It seems to me that the MGC is hanging on to something from the old Sec Server that I can't get rid of. I've done a few upgrades in the past and haven't seen this issue until recently. Who knows what's going on here??

1) reboot the MGC
2) as it is booting type <CTRL>B just after the creation date is printed and the [VxWorks Boot] prompt should be displayed
3) at the prompt type in test
4) choose option b to change the boot options
5) select option 2 to force CSP to boot from gold image once
6) select option 0 to return to previous menu
7) press return key to exit menu and return to prompt
8) enter @ at the prompt
9) the MGC will boot the gold image

To format the compact flash from the gold you must press <CTRL>I when prompted during the MGC gold boot.
This will bring up a VxWorks prompt ->.
At the prompt enter diskformat "all" then mgcIPClear
This will format the MGC's internal compact flash.
Reboot the MGC and when it registers to the call server it will automatically upgrade.
