MF Cobol + Web (Netexpress 3.1)

Respected Gentlemen,
scenery:
Imagine a site done by the dreamweaver 4 using layers resources (/div) in several points of each frame + images and buttons .SWF, CSS.

first home page: 3 frames being the frameset index.htm
second home page: 3 frames being the frameset suport.htm, besides entry fields, sumit, radio buttons, etc...
a link inside of one of the frames of the first home page calls suport.htm

I tested from within of the dreamweaver and it is everything working.

problem:
if I open from within of the form designer index.htm he doesn't allow me to alter the frames directly.
if I just open one of the frames, the format is wrong.

question:

1 - how is to use the what is ready in the dreamweaver with Cobol, generating cbl and exe?
2 - how to access index.htm directly in the form designer?
3 - how done to convert a htm do in another application for Positional Form in the Form designer?
4 - how to fix the entry field to a picture Cobol?
5 - for Cobol I can have a page with dynamic access? (I don't want dhtml and yes access the database) how?
