Metrics Manager Upgrade

I am trying to upgrade metrics manager to version 2.2. I am getting the following error when I try to start the tomcat service: The service can not be started either because its disabled or because it has no enabled devices associated with it. When I tried to uninstall (to try the install again) I get the following error:

configcp.exe caused an Access Violation at location 77bd4750 in module msvcrt.dll Reading from location 00000000.

Any ideas? Thanks for the help.
