Metric ruler. .net

Using .net (VB).
The rulers for a report changed from inches to metric. In one project I now have one report with a ruler in inches and one in centimeters. The only help I can find says check the Windows settings. I did; they're still U.S.
Has anyone run across this?

Me and two coworkers that use CR.NET are getting the same kind of behavior. We're all set to US locale, but virtually every report opens up with metric rulers. I can recall seeing one report at one time open up showing inches, but that's it. All help I find online says to check Windows' Locale and it's set to US. Any idea what else might change this?
