metering AMO base knowledge

Hello,
I have installed the AMO manager, the metering status manager and tha AMO agent on a windows 2000 server/unicenter TNG administration station. I managed to launch software inventory for other windows 2000/NT computers. What i would like to do is to use the metering option to prevent a user from launching a certain application if a certain number of users (located on different computers) are already using this application. I found how to configure the "metering option" from the AMO manager but I have read in the CA documentation about AMO that a special agent for metering had to be installed on each client machine. I actually can't find it on my AMO installation CD.
I was told that in fact it was not really an agent but a service (called "Asset management sw meter agent) that hab to be started on the client machine. The problem is that this service is not available on my unicenter TNG admin station (and of course not on my client computers either) and i can't find it on the CD... I tried to re-install the AMO agent on the admin station thinking that the metering agent was perhaps a part of the AMO agent that could have been omitted during the previous installation but it doesn't seem to be so...
Could anyone help me please?
