Metaframe xp and Windows 2000 terminal server licence

Hi

I´m using Metaframe and terminal service on the same server

I´m using handheld pc for the metaframe but i can no longer

log on to the metaframe. I can see that the terminal server

has given the handheld pc a temporary license wich has run
out.

Why did the Terminal server give a license to the handheld pc ?
