Metaframe 1.8 and 16bit color Published Apps

16 bits color requires the Metaframe 1.8 FR1 software and keys to be present on the server.
If you only run MF 1.8 with servicepacks, it cannot be done.
As from SP2 the FR1 software is automaticly installed, so only the FR1 license keys need to be added.
