Meta tags= confusion

I'm reading about Meta tags and I found a site that will build them for me as I've never really found out why I needed them while learning html. I discovered that there is a setting that goes in the meta tags that renders your site expired and that the search engine will delete the site if it has expired from the search engine, or come back again later to see if it's been updated. If I have a site that won't be "outdated" do I then have to go in once a week or whatever to make sure the date I've put in the expiry is "good"? Meta tags are confusing me a bit.
 
I'd love some help with understanding Meta tags better. Anyone?
