Hi there,
You would include them on every page and customize the keywords and description according to what will be found on each page. For instance, if you have a web site about cats, the page on your site that talks about grooming would have keywords such as "cat grooming, feline hair care",etc. The page that is about a cat's diet would have keywords like "cat diet, cat nutrition" and so on. Make sure whatever you put in your meta tag description is reflected in the content of that page. Search engines like that
