Messenger Service Receive Messages but not Send

Wonder if anyone can tell me if the Messenger Service on Windows 2000 can be enabled on a Win2000 Professional client to receive messages but not be able to send messages.

I need to be able to setup so that users can receive messages from servers. but I do not want client to client messaging on the network.

your best course of action would probably be to configure a firewall on the client machines to block outbound messages. See [URL unfurl="true"]http://support.microsoft.com/?id=330904[/url] for detail information on what protocols and ports the messenger service uses.
