Messages stuck in MTA Queue

Three locations, each with their own Exchange server v5.5 sp4 and running NT4 sp6a.

Server in main location queues up items for location 2 until any user at location 2 sends outbound mail. Queued messages are then delivered to Exchange server @ location 2. Location 3 does not have same problem.

Anyone? Thanks in advance.
