Messages Sporadically get Hung up in Outbox, Outlook 2002

I have a user that gets messages stuck in her Outbox and never get sent. Here's her situation and what I've done:

She uses a .pst file located on the Server and she accesses that from her PC and her laptop using Terminal Services. Her Laptop sends Email fine, her PC is having this problem. To get the Emails to send, I have to remove them from her Outbox, rebuild them, and resend them. Emails will then send for a while. She also gets password prompts occasionally. Those are for her POP server, which is an Imail version 7 Server at some other ISP. Her smtp server is set to a different ISP.

I have tried completely updating her Microsoft Office to SP3 and I rebuilt her .pst file. I thought it was only on Emails that were being sent out to more than a dozen people, but I've seen it happen on regular Emails. I have changed her SMTP server to authenticate to a different one. Yesterday I removed her virus scan for troubleshooting, I am still waiting to see if that did the trick. She has AVG version 7, and I did have the scan outgoing mail disabled. I have tried the Outlook fix tool.

Any more ideas?

No, her PC is on a small LAN with a domain that uses Cable Internet to access the Internet, and her Laptop uses Sprint PCS.
 
I seemed to have fixed the problem by completely removing AVG version 7 from her PC. I had considered this program previously, and I turned off outgoing email scanning, but the messages still got stuck in the outbox. I plan to leave the AVG off until next week and then reinstall it.
