messages Retain in the drafts folder

I can receive from external domains but when I am trying to send to external it retain in the drafts forlder .

You need to explicitly create a Send connector for mail to be able to go out. Exchange 2007 assumes you will install an Edge server and I think a send connector is created when you build the Edge, but if you don't have an Edge, you have to create the Send connector on your hub transport manually.
