Message Waiting problem

PBX = Siemens ISDX. Voicemail = Octel 250.
Over the past few months users are reporting Message Waiting indication (high tone) ON but NO new messages.

Online CDR trace on Octel shows voicemail has not set Message Waiting. NON-voicemail users are also affected by Message Waiting issue. Led to believe this is not voicemail related.

Is anyone aware of Siemens ISDX and Octel 250 problems in regards to message waiting?

this sounds like a user problem in that if the end user is allowed to turn on someones message light with a button access or with a code that they may be doing this and may not know that they are. Check to see if there is a way in the PBX to trace and see what or who turned on the light
