Message Rules with default GAL

Here is my situation; when I set up a rule to use the "sender is in ___ address book, the rule is set up but filters nothing. I'm using the GAL as the address book. If i set it up using personal contacts or all contacts it works.

Client is Win XPsp2 running Office 2k3sp2 interfacing with exchange 2k3 on win 2k3 stand server in a native 2k3 environment.

Any suggestions or any additional information needed?
