Message notification pool choice

I have two NAM systems, One allows me to choose which pool or line to use for message notification, the other only accepts what was set up in the f983 mailbox configuration.

Is this a setting in the system to allow, or do I have two different systems?
 
Here is some more info:
Both NAM's have the voicemail boxes set up to use pool 1, however, my one location allows the user to set up message notification and choose which pool to use. So a user could send messages to their cell phone when they are out of the office and across the T1 VOIP when they are in the other office.
 
it could be several things-
Off premise notification is a system setting within the NVM admin, not just the users mailbox. Other factors are involved such as the availability of the line pool. Your vendor should be able to set it up within 15 minutes.
