Message notification displays when there is no message waiting 2

I have a user with a phone with 'Message for you' being perpetually displayed, even though there are no messages, saved or otherwise. Deleting and recreating the mail box does not help at all. This is more than slightly infuriating. Any help you can give would be much appreciated.

To give you a little more information on this problem. It is most likely that the voice mail has nothing to do with this message. Someone is using F1 to send this person a request to call them. F65 will allow you to call back the person who left you the message. An M7310, T7316 or M7324 will allow you to see who called on the display using the soft keys. With a 7208 or 7100 it will just call the message leaver when you press F65. Now you will know who to be infuriated with...
