Message Loops

I have a user who had a rule setup to forward all incomming mail to 2 internet accounts. These accounts recently got full and created message loops. When I logged in to this account and check the rules wizard I was prompted if I wanted to change the server rules or the client rules. I chose the server rules, what is the diffrence between these?
How can I change both?
