I've set the global properties to 20000, for both incoming and outgoing, set the smtp virtual host to 20000, and checked the user's mailbox size, and we still get the error:

This message is larger than the current system limit or the recipient's mailbox is full. Create a shorter message body or remove attachments and try sending it again.

I've restarted all of the exchange services, even rebooted the server...
 
And how big is the email you are sending?

You are sending this file to an internal resource right? If so why are you even emailing files and not emailing hyperlinks?

If you are sending to an external person and getting that error, then that means the recipient's system is restricting the message.

For additional assistance, post the actual error and specify the host name of your server for comparison in the error.

it's going to an external recepient, and no, it's not the other users's server, since the server never tries to hand off the message to the smarthost. It never leaves the senders' server. I've seen several people with this same issue on SBS 2003, i've never had this problem with a full Exchange 2003 box.
 
There is no difference in the Exchange on SBS 2003 and the retail Exchange 2003. It is all the same code. SBS merely puts a restriction on the number of users.

Can you post the actual error?

we have it set in 2 of those, but we don't use any connectors, so i have it set everwhere it needs to be.

here is the exact message (however please note that it never leaves the local server):

This message is larger than the current system limit or the recipient's mailbox is full. Create a shorter message body or remove attachments and try sending it again.

You are trying to fix what you cannot. The remote system does not allow the size you are sending.

There is a handshake that happens before the messages are sent and the remote system is saying "hey don't send that big message to me."

the remote host, or smarthost which is a barracuda for sending and receiving outbound mail through is limited to 100 megs per message, and since i have another server that also goes through that box, it has no trouble sending this file. It is the server that is blocking this, it's not trying to talk to the barracuda to hand off the mail. The SBS server is limiting this, not the remote host or smarthost in this scenario.
