Message Flitering (blocking emails)

We are trying to block emails from the internet and have tried to use the message flitering option in the internet mail connector setup. When we add a email address to the list we get the prompt telling us to stop and restart the internet mail service to start blocking the newly added address. We do it but email still gets through. I am going to try to restart server to see if that will do it but will have to wait until the weekend.

We have exchange 5.5 on two servers connected with two T-1's and one T-1 to the internet both have service pack 3 applied. This weekend if I have to restart the box we may go ahead and apply service pack 4.
