message button not working of 1608L ip phone

Problem : the message button (voice mail button ) of 1608L is not working. that is i can't listen my voicemail through the message button. but short code for voicemail listen is working .
i can also listen the voicemail message by visual voice option in menu

Description : IPO 500v2 R9.0.3
Phone = 1608L

Is visual voice enabled under system\Voicemail?

I'm not sure if there is an option in 46xxsettings.txt to change the Voicemail button's behavior. But it is worth to take a look into that file.
