Message Board ??

I want to implement a message board to an INTRANET, hosted all locally on a little server. We are not running SQL, CGI or Perl. All I want is a simple message baord the memebers of staff can send information to to allow a little interactivity on the site.

I have tried before by downloading access driven message boards but the configuration baffles me I wan t something really simple. Can anyone help me please my programming skills are non existent and this requirment is killing me.
