merlin programming question

I have a merlin legend release 2 system that recently lost its memory and I had to reprogram it. I had a memory module installed in it but now I can't get it to restrict phones. I follow the directions on the manual but when I try the phones, I can still call out, it is like is not taking the programming for restrictions. Everything else functions fine.
Any ideas?

Is it in KEY or HYB-PBX Mode?

how can I tell?
This is a very small key system

At the main Programming Phone - Press Menu - System Program, and then it should say on the screen.

Since it lost memory, you may have to DEFAULT it and start over.
