Merlin Messaging Test Mode

I booted up the system and put the extensions into the group calling and made it VMI. The voicemail responds with "This system is in test mode". So I did a board renumber and even put in another processor and started over and it still comes up like that. It has 12 ports and only the 1st port comes up with that message.
If I dial any of the other ports it says "Your call is being transfered to the operator".
When I call the voice group number I get the test mode message. I think I'm doing this right am I missing something?

Do you have the port license card installed in the Merlin Messaging? It needs this in order to function properly, otherwise it will remain in "test mode".

Yes I have an 8 port licensing card in there. Maybe that's bad? Should I assign all 12 ports or only 8? It doesn't seem to make a difference.

Yes it was the card now I put in a 4 port flash and it answered.
