Merlin messaging 4.0 vm to e-mail problem

I have a Merlin Magix w/ Messaging4.0 and using voice mail to e-mail. Outside callers can leave messages and they all go to e-mail great. The problem I'm having is that if you leave a message from an internal extension to another extension only a select few make it to e-mail. I have looked at the programing on the extensions that actually make it through compared to those where they don't and I can't see any difference.
Any ideas?
