When setting up a T-1/PRI is there always a default value of 1 in special services table #5.

Thats true. If your provider doesn't need it just change it to zero. If you need to dial the digit one twice to make a call you can either change it in the special table or add the digit 1 in the ars tables.

The best place to change it is in the Special Table of the PRI.
