Merlin Magik NO Inbound or Outbound calls Internal ext2ext works

I have just taken over a Merlin Magik system. When i dial to an outside line I hit 9 get a dial tone dial the number but instead of ringing on the outside number i get a dial tone sound that replaces the actually ringing of the phone. I hope I explained that right.

For incoming calls it rings once and the disconnects the incoming call. The incoming call never gets to the automated attendant for the party to enter an extension.

For internal calls I can dial an extension with no problem.

I have the following modules in the system

Merlin messaging 617D49
617D31

I am technical and used to be certified on a NEX 2400IMX.

The "617D31" is a 800 GS/LS-ID module (8 POTS lines). Starting with the basics, using a single line telephone, can you duplicate the issue from the demarcs

If it ain't broke, I haven't fixed it yet.
