Merlin Legend VM class of service

I have a merlin legend VM with approx 100 users voice mail on it. The person who first set it up gave every employee an class of service of 3, so the mailboxes filled up pretty quickly.

I recently went in and re-assigned everyone's class of service, giving most people a 1, some people a 2. It should have freed up a bunch of space to add more mailboxes.

However, when I went back in, it still says that no more mailboxes can be added. Someone told me that I may have to power down my entire phone system and re-start it for it to recognize the new free space?

Anyone ever have this situation? Do I really need to reboot my system to recognize the new space? Any help is greatly appreciated, thanks!
 
Reboot via power cycle and report back. Chances are excellent that will clear the problem. If it doesn't, delete a few of the old 60-now-10/5 minute boxes, and then add them back again, then reboot again.
 
The MERLIN MAIL only has 100 Mailboxes available.

The Merlin Messaging, has a capacity of 200.

Changing the COS does not change the MAILBOX capacity of the unit.
